When asking such a question, one should carefully consider who the "public" is that is being addressed. Is it scientists, public or private managers, members of ENGOs, politicians at any level, or private citizens? When putting out any message we need to consider what concerns the public. We government scientists are often quick to characterize problems in terms of numbers, theories, regulations or policy. However all to often we are not addressing what concerns the public. They often base their concerns in terms of values, world visions or feelings.


Primers should address more than just the "scientific basis" of the environmental problems we face. They should attempt to address the values and world visions of the public.
