I believe the depository library determines the quantity of governments it can handle and submits a "policy" by agency, type, etc. -- and that there are at least a few non-governmental libraries which are depositories for ALL gov. docs.

In any case, the technology which drives interlibrary loans and / or photduplication (copyrights not being an issue with gov. docs.) has developed over the years and you should no longer be forced to go too far to get wht you need if you use the layered (own institution, local, regional, state ...) ILL proccedures that are now in place.
