Hello:

More than a decade past it was necessary for me to research certain obscure official technical standards which are not readily available. As a result of my research I learned the following:

Certain libraries throughtout our republic have the status of being official government information depositories. These libraries are not all community public libraries. Some are private or semi-private libraries on the campus of either a university, a college or a technical institute. Most competent librarians should and probably are aware of this fact and therefore they should be capable of directing an individual to the appropriate depository which contains the desired information. Unfortunately, the official depository which stores your information may not be in your immediate vicinity. Fortunately, at the time it was possible for me to determine at one library whether or not my desired information was stored at a different library. In fact, it was necessary for me to go to a private university library to access some of the information. The library and the campus authorities were hospitable and accomodating.

Besides providing access to its data over the web it would be beneficial - assuming it is not already the case - for the EPA to have as its policy that copies of all of its public data be available at such official depositories.
