Time for consultation

Julia Burgess has worked with grass roots organizations around the country, providing technical assistance in organizing and policy change.

There needs to be some lag time within the participation process to allow consultation within organizations. Many stakeholders are membership organizations who have not developed consensus on issues that may be under discussion.
