The EPA should develop educational materials about topics and issues that newspapers could use for education and information. It should be provided at minimal cost to the papers. It could be on-going and provided on a regular basis. The information should attempt to address many aspects of the issue, not just one point of view of it. It should include the historical aspect of what has caused the issue. The same or similar information should be provided to schools for their use.
