Julia Burgess has worked with many grassroots groups around the country, providing technical assistance in organizing and policy development.

1. Participation should be equalized amongst all stakeholders. However, it is very expensive to participate in public participation processes (note: this one is 10 days!). You are "damned if you do, damned if you don't." If you don't, the response of "we asked you" might be invoked. If you do, you must sacrifice doing something else. Most grassroots groups that represent low income communities and communities of color have precious little resources. EPA must provide honorariums, stipends, or small grants to organizations and individuals that have a vital contribution to make to the public debate. It is grossly unfair not to provide financial remuneration.
