Chuck Elkins asks about the EPA's compiling a list of (in my jargon, not his) "potentially interested parties."

Folks participating in this exercise might be interested in a cognate effort by the Department of Energy's NEPA folks, which could serve as a model. The "Directory of Potential Stakeholders for Department of Energy Actions under the National Environmental Policy Act" is now in its 15th Edition. I believe DOE updates it every six months. The directory lists contact info for everyone who's ever asked DOE for NEPA documents anywhere. Among other things listed are contacts for all related federal and state agencies, non-governmental organizations, and individuals. Who knows, you might find yourself in this nifty book!
