Yes, let locals distribute information locally,

1) IF THEY REALLY UNDERSTAND WHAT IS BEING DISTRIBUTED, some information is so complicated that even locals cannot explain it. So EPA (if it decides to go this route) should offer a training of trainers methodology to for community information distribution mechanisms, training for teachers and librarians, for example; and,

2) MAKE SURE THERE IS ECONOMIC/IN-KIND SUPPORT TO MAKE SURE THAT GOOD DISTRIBUTION ACTUALLY OCCURS. An analogy for explanation: when the US distributes Food Aid to a developing nation, it either gives direct support to that nation to distribute it, or it allows the goverment to sell some of that Aid, so that the developing country government can use the proceeds for distribution of the rest of the Aid. This can work for EPA information too. EPA should support grants to community and school libraries to make the information prominent so that citizens can and will read it.
