EPA and the libraries should be PROACTIVE in disseminating the information and in promoting interest among the public.

Why not have the library system in an "affected" region send an 'invitation to participate" via e-mail through a totally random process to capture a representative sample of the population. The invitation would describe the subject matter and how it may affect the community and then request comments with regard to a specific set of questions or subtopics.
