Marily Null, your contributions to this dialogue are excellent. I think your comment that the critical element in any successful stakeholder involvement program is LISTENING to people -- seeking folks out, talking to them, and developing a relationship -- and listening to and understanding their concerns, is absolutely true, and needs to be addressed by EPA in the next draft of the policy.

I understand how important it is for government to have a clearly articulated written policy regarding the public involvement program. However, it cannot be emphasized enough that the key is LISTENING to people. To do that requires, in addition to a clear policy, people who have the skills, willingness and time to understand parties' concerns. Perhaps the Agency can recognize this in the next draft of the policy.
