Libraries should "advertise" the fact that they have EPA information that should be of interest to the general public AND "Invite" the public to participate in the review and commentary process. This should be done in a neutral fashion without implying that one view or another with respect to a topic is preferebale, but by emphasizing the "opportunity" of being more informed about a subject and of rendering a public service by reviewing the documentation and by commenting on it.

A simple "promotional" sign on the library desk OR throughout the library I'm sure would get some individuals' attention and motivate them to ask about what this process is about. Librray staff should be trained to guide people with a simple and neutral explanation about the objectives of the process.
