Welcome aboard! This is not uncommon,but your strength is the core group. You can call on other citizens as the need arises. Perhaps you should personalize the issue more when you use PR.
As in other responses I have submitted, I suggest getting Seniors aboard-they are frequently more sensitive to long-term issues, and often have the valuable time and expertise needed.
The average citizen is not disinterested, but struggling daily to make a living and raise a family.
