It can take years to get close to knowing the whole truth that you speak of; additionally, we rarely are able to draw such definative conclusions. Generally, the interest dies down after the environmental conditions and health and environmental impacts have been fully characterized. After characterization, many decisions are made that affect communities. Unfortunately, many key community stakeholders have left the table and don't participate in the decision making process long-term. We need to find ways to change this posture.
