I think you hit the nail on the head Mark.
An initial public awareness campaign, with education material regarding the potential outcomes and some ways of handling this situation, would probably draw people into discussions.
Someone mentioned earlier that it is not enough to know that there is a problem. People need to feel that there are real choices. They also have to be allowed to have meaningful input regarding which options are chosen.
