Education is the key. The more people understand about an issue or a problem, the more they are willing to voice their opinions and perhaps even make valuable suggestions.

When should the education begin?
I would suggest that the education material has to be out to the stakeholders before asking for public participation.

What should be presented in the initial education?
This would obviously depend on the particular problem. But it should include enough technical detail to understand the reason for the action and the potential results of the action. It could also include some of the consequences.

Education may get more people involved. Nobody likes to look stupid.
