We have found that actively seeking out, as an intermediary, a formal or informal leader in the local community, with whom you have interacted and developed at least a modicum of trust, can be the best inducement to real communication. Be prepared to knock on doors in company with that leader, at times convenient to community members, not to your work schedule. Also, be prepared to discuss the issues or ask the questions there and then, on the doorstep or in their living room, not necessarily at a formal meeting to which they will never come.
