I truley doubt that people don't care. Often these issues are so intangible that common people don't know where to start to address them or understatnd them (make them real!). There is also fear - when one lives in a community and raises a family there, it's hard to accept that maybe your family has been contaminated. It is easier to deny that there is a problem. There is also some fear of there being negative effects on property values and neighborhood reputation.
