Chuck: It wasn't always that way at MMR. There are several reasons for what you percieve as lack of interest. For one thing, it's summer on the Cape. For another, the exhaustive five-year effort by the Air Force and the Joint Program Office to turn the situation there from gridlock to a model for community-based decisionmaking for the IRP program.
