Having absolutely no knowledge whatsoever of such localized political strong-arming as you described in Calcasieu Parish (did I spell it right?), that type of situation boggles my mind. It makes me ask the obvious question - how does anything get done? What if, for example, somebody found out that the plant was disposing of its raw sewage and industrial wastes directly into the local stream/river/waterbody? Would that person have any recourse at all? The local TV or paper would not be of any help, and I'm sure the police could not help since they would be on the company's payroll as well.
