Thanks for the very insightful comments -- limited resources and time are frequently a problem and developing a true relationship (and yes, a trusting one!) takes both. But that has to be EPA's goal if we are to truly reach and involve all stakeholders. We need to find ways to establish relationships with communities. I also appreciated Connie Tucker's comments on tracing contamination pathways and exposure to ensure all interested stakeholders are identified and her comments on distinguishing between true stakeholders and sham groups. Other commenters' advice on partnering with other agencies (federal, state, and especially local) who already have relationships with the communities is very useful. I think these suggestions should work in any community, and perhaps especially in EJ and remote or disadvantaged communities.
