Miss Alpert,
Thank you very much for clarifying that the intent behind the MP phrase "transfer of administrative responsibility" is "not to change who offers adult ed classes". I believe there has been a great deal of confusion on this point and that your intent had been misunderstood by many adult educators in the K-12 sector.
Your interest in creating an entity to coordinate programs makes a great deal of sense to me. I have taught in the vocational program at Hayward Adult School for the past 22 years. We currently offer two 2+2 programs (Medical Terminology and Childcare) in conjunction with Chabot and Los Positas Community Colleges. The 2+2 process is an existing model for alignment and articulation of courses which I think could be expanded upon and developed into a statewide coordinated system.
