Other sides of the Home Rule issue that need to be dealt with. Suppose to save money in new school construction the state puts out bids for architects to create standard school modules. These modules might not be equally useful in northern coastal and souther desert communities, or they might violate local style or zoning ordinance like the Spanish Mission style of Santa Barbara. Here local input is necessary and valuable.

Or suppose a district decides that papers written in Ebonics must have equal weight to papers in 'standard' English, or that the district wants science teachers to include "creation science" in biological science classes. In these cases the State or larger community standards and expectations should prevail and Home Rule should be excluded.
