"Collaborative Spirit" in the Master Plan? Will that work as well as the current negotiations in the Middle East?

Dr. Ratlif's exposition of the Home Rule issue provides readers with the kind of clarity that I wish the draft Master Plan contained. As I said earlier, if a committee has to meet in order to decide what a "recommendation" actually means and why it was recommended, then we are being forced to work to hard to actually use the MP.

But the notion of a collaborative spirit in between State, local and parent interests has peaked my interest and lets me look at this plan with different eyes.

The question I still have is, doesn't the cost imposed by the state demanding accountability for every funding line item lead to the bankrupting of our local budgets? While I accept "collaboration" as a concept, I would prefer to do without the state's "help" entirely. The cost is not worth the benefits.
