parents, families' role

I think the Plan needs to address the essential role of parents in getting their kids prepared (enthused!) about learning. This must start well prior to the school years. And yes, there is a role for the state in this - such as public service announcements asking "did you read to your child today?", brochures/notices to parents, etc.

Parents also need to monitor their kids' school attendance, homework,etc. asking "what did you learn in school today?" These may be "no brainers" to the college-educated usually engaged in this dialogue, but the others especially may need reminders.

Also, is there reference to the responsibility of the kids for their own learning? The Plan seems to take the current concept that kids are mere products of decisions made by adults. The kids must commit to their own learning, even when the opportunities are unequal.
