The proposed reformation of the educational finance model/practice used today in California is not a needs based model, it is a "limited resources model." What is proposed is the creation/adoption of a model which is founded upon the needs and costs of "adequate" educational services at various grade levels.

Creation of such a model will be a challenging and complex task. Enactment of such a model by the Legislature and Governor supposes extraordinary political will to focus upon the educational needs of K-12 students rather than other needs. Such is not an easy supposition to make. Having noted that concern it is important to state that one reason for the creation of a model based upon the economics of education is to provide political motivation to base educational finance upon actual costs.


The other means of financing education at the local level as proposed in the MP are 55% vote for parcel taxes (which can be spent on program needs, such a librarian salaries, library books and technology, and other local efforts such as a local county wide vote on increases in sales taxes to be distributed equally among the school districts in that county.
