As chair of the working group for Finance and Facilities, you are asking all of the same questions that we asked ourselves during the working group discussions. And indeed, we too had trouble answering some of your questions.

But absolutely this would be an improvement over the current funding model. Or a response to a lack of a model.

California does not have a finance "model". We have instead created a system over the course of 32 years based on a historical pattern with numerous add-ons, fixes and political reponses.

Consider that our revenue limit system is built on a per ADA funding base that was created by dividing 1972-73 ADA into 1972-73 district revenues. A good idea at the time...but long outdated as a measurement of what should be provided today.

California has never created an analytically based model of what should be the funding amounts for K-12. The Quality Education Model at least creates an avenue for designing a funding level that addresses the core funding needs of public education.
