I agree with Kathleen regarding needing both qualified personnel and how can you agree with something that is so undefined? Although I do believe the best place for kids is at home and that we should educate families on child development issues. I think if there are families in need, then I still have some questions. If it is universal, how can children have their unique qualities and styles of learning etc. tailored, as it seems to imply elsewhere? Also, if this is a nurturing place, is that only the intellect or does that include heart issues too, like encouragement and love. Will they be able to give those additional hugs and a kiss to the little hurt finger when they play? Or will that be against some policy too? I think you need to define caring environments! Kids need healthy love, and wonderful play, play, play!
