The idea of meeting the needs of children who are outside the current federal guidelines under part C of IDEA 1997 is commendable, however, how will California pay for these children since they currently fall outside the federal guidelines and support?
I understand that the IDEA is under revision but was slowed due to 9/11, but is on track now.
How will the Master Plan be set up to adjust to those changes and the changes needed to fill-in-the-gaps between the children identified by California and those children supported under the revised federal plan?
