RE: Question 1: Pre-school support - transition

The transition from birth to three services in special education can be a difficult one.  The responsibility for special education moves from one state agency to another and the legal mandates within the Individuals with Disabilities Act (IDEA)also change as the child turns three.  While the Master Plan cannot change the way the federal law is written, I believe that as we increase our overall system of care available for infants and preschoolers in the state, it will be easier to create ways to integrate special education services within that overall system, and diminish, if not erase, the difficulty of transition for children with disabilities turning three.
