I agree with Lyn that the screening process must be broader than Special Education and the categories of disablity as defined by the Individual with Disabilities Act. In the recommendations, the Working Group was careful to talk about "disabilities and other special needs". While the child may not require special education services, it is important that the screening process looks more broadly to insure proper coordination with health, mental health and other community services. The working group looked at a tiered system responding with appropriate levels of support if the screening/assessment process indicated a disability or other special need.
