It is my understanding that children with significant developmental delays or disabilities often loose or have at least some disruption of services at 3 years old when service coordination and funding tends to transfer from the State's Regional Centers to local School Districts in coordination with the Regional Centers. Often different districts have different ideas about types of services to offer, or create other obstacles that cause parental distress and slow the childs progress. I hope the Master Plan can address this as part of its policy to deal with the early identification and services to these students.
