In this discussion of "School to Work" and "integrating Career Preparation", Seth Bates has aptly described, "70% of our students do not go to college". I would add that the California Master Plan for Education, must also consider the larger threat to society and our culture as we know it, and that is the "DROP OUT".
Dr. Francine Hallcom, several years ago did a paper, "An Urban Ethnography of Latino Street, Gangs in Los Angeles and Ventura Counties" that is MUST reading for anyone dialoging here today. I would encourage everyone to at least scan the drop out chapter, then come back to this discussion.
