Of course, salary improvement is vital to attracting good teachers. Retaining them may require some reconsideration of assignments. Most schools in the area I teach have a certain number of "uncomfortable students". (i.e. discipline problems, un-interested learners, angry, on parole, etc.) When the school puts 30 such students in one classroom, it is hell for the teacher - whether the teacher is new or experienced - and this assignment usually goes to new teachers. When the school gives a teacher 5 such classes, they are essentially saying "please find another job for next year" - and the teacher will. Sometimes the new job is still in California but frequently it is in some other state.
