I would like to add that not only is adult education flexible in it's delivery systems, offering individualized or differentiated instruction, and using varied means to meet the great variety of needs of the adult learners; but we have been doing this while operating on a revenue limit that is one-half that of K-12. In addition, we have state apportionment caps which allow us to serve only a set amount of students. A recommendation in this chapter should also be to revise the antiquated system for funding adult education and adult education cap to establish a funding base adequate to meet the adult community needs.
