I concur with Jan's concern. ALthough adult education is occasionally mentioned in the Master Plan, it is consistently left out in formulations that specify "K-12 and post-secondary." The fact is, we live in a state where large numbers of adult residents, including many native born, have less than full literacy skills; certainly less than full high school educations and often lower than 8th grade reading skills. The comprehensive plan for CA education must take this reality into account, because it affects not only the life chances and choices of those individuals, but those of their children; it impacts not only their work or career potentials, but the entire spectrum of economic activity and development throughout the state.
