I agree with Dr. Oakes that the Office of the Governor, the State Department of Education, the Education Roundtable and all, at the state and local level, involved in the education of California citizens must be held accountable for student learning and student success based on "Opportunity to Learn Standards."

Long gone are the days when teachers simply needed only to know the teaching discipline. Twenty first century regular education teachers must be discipline specialists, psychologists, sociologists, cultural anthropologists, social workers, special educators and possess the sensibilities or human factor traits that will equip them to be responsive to the diverse and HOLISTIC needs of ALL learners. Standards must be identified to assess these skills sets during the process of advertising and hiring prospective teachers and during the process of conducting performance evaluations, especially during the final performance evaluation leading to tenure.
