RE: Opportunity to Learn Standards

This "Opportunity to Learn Standards" sound like a codification of the ACLU view in its current suit. We have a diffused responsibility system where districts are funded by the state according to formulas and student population criteria and are then responsible for spending that money well. If a district is getting adequate funding from the state but is not using it to provide properly for the needs of its students, who is responsible under your proposal?
