I strongly advise you to download the draft copy of the master plan and read it. In this first draft the notion of doing everything possible to help students "keep up, not catch up" is repeated several times. Before and after school programs, tutoring, Saturday school, all taught by certificated instructors,and other options are put forth as ways of accomplishing this goal. (There is no mention of where the extra instructors needed will come from or how they will be paid.) If the master plan as it is currently written is followed, "having students repeat a level as they do in other countries" will not be an option.
