Good teachers are the key to improving student learning. Why can't the State identify those teachers who are doing quality jobs and research how they are doing it? We are not talking about jump through the hoops programs such as the NBPTS offers--and has failed to prove improves student learning--but teachers who have shown objective proof of excellence.
