I agree with Susan Boudreau with a twist. First there have to be clear goals for education stated at a high level that help everyone understand what is important. They can start as improvement levels from the current state and then over time work into indicators related to the percentage of kids taking advantage of higher education opportunities as well as reduction in poverty levels which will be a natural by product. Once these goals are stated the local institutions will know what they are trying to achieve and can begin making indivisual improvements in their own environment toward the greater goal.
