The final Master Plan should clearly spell out what we expect out of our public education institutions, who or what entity has responsibility for what aspects of its implementation, what measures will be used to evaluate effectiveness, and what consequences will derive from these evaluations. Legislation required for implementation of the provisions in the final Master Plan should also address these issues. The last thing anyone wants to see is another report to fill bookshelves. But I am reminded that in the final analysis, education is a people process. Without the right people in place, even ideal structures and accountability mechanisms can be misapplied or misused. Collectively, Californians need to exercise judgment on the functionality of what we have designed and the extent to which our elected officials are adhering to it.
