Good question! Specially when addressing accountability. The master plan as the guiding document can have enforceable mechanisms build into as tools to measure success. However, this are only good to the extent we spell out who is going to watch over the use and application of those tools. If the document does not specified who would be responsible for its "functionality" it would another nicely bound volume to add to the Assembly library. Who, when, and how, is this document going to be used?
