Ken asked in his points 1 and 4 about cost. I will just give my impressions. In reviewing the materials about the plan, I have not seen cost estimates. To me this is in line with the idea that a state Master Plan should be a policy document - something to guide the development of legislation over a period of years, rather than detailed map for implementation. If a plan is to serve for 20 years it will be hard to make reliable estimates in any case. Do others have comments about this?
