I agree with almost every Mr. Raines wrote with the exception of giving full local control to local school boards or principals. I'm sure there are many great ones around but in general, these people are not selected because of their great skills in education - they are selected for other reasons and if they have great educational skills and integrity, then we are lucky. A fair share of California's educational woes are caused by principals and local school boards.
