a guiding vision- I hope the Master Plan will enable the state of California to begin to take gradual steps to make improved education for all students a reality.
systematic,sustained improvement in education- I hope that the Master Plan can assist future legislators by providing direction, continuity,&research-based; ideas for bills.
commitment- The Master Plan will establish the commitment of the people of the state, and will put forward the principles that guide that commitment.
