1. I hope the Master Pland will provide the structure to encourage and facilitate the flow of ideas between all levels of the educational system. That university faculty and staff will be parts of dialogues with primary school staff, teachers, parents, children so that each will respect and understand the other (and all in between). I hope the plan will help all interested parties participate and feel valued.
2. A good Master Plan can provide the outline for coordination of all units. This has already worked for the Postsecondary Plan. The plan must not be too confining or restrict new and novel ideas and educational approaches.
3. Accountability should, like good behavioral modification, be primarily tied to rewards for programs and systems that improve, and be punitive only when the "life" of the system, entity or students are threatened.
4. The Master Plan is only the beginning of a process that should continue to involve all who are affected by it. The Plan should be clear enough to serve as a guide, but flexible enough to evolve.
