In general, a plan is nothing more than a scheme, design, method, or an arrangement crafted to give direction for the achievement of specific goals or objectives--in this case, our concern is about enhancing the education program in the state of California. Specifically, a plan could be viewed as an outline, a blueprint, or a detailed sketch of tasks to be carried out and the objectives to be accomplished.

In light of this, a plan is only as good as the human factor (HF) quality people who create it and also as effective as the HF quality of the people who operationalize it. The HF refers to the "spectrum of personality characteristics and other dimensions of human performance that enable social, economic, and political institutions to function, and remain functional, over time. Such dimensions sustain the workings and application of the rule of law, political harmony, disciplined labor force, just legal systems, respect for human dignity and the sanctity of life, social welfare, and so on. As is often the case, no social, economic, or political institutions can function effectively without being upheld by a network of committed persons who stand firmly by them. Such persons must strongly believe in, and continually affirm, the ideals of society (Adjibolosoo, S. 1995, p. 33).

With this in view, it can be argued that a plan is not only inanimate, but also has no life of its own. It is given life and direction by the people who implement and monitor it. In this light, the master education plan for education in California cannot create any forms of accoutnability in and of itself. Accountability is fostered by quality people. Thus, if we have people who have excellent HF (i.e., integrity, responsibility, responsibility, honesty, accounatbility, etc.) accountability would be fostered. If not, it will be very difficult to ascertain any forms of accountability without quality people to run the show.

As we gear ourselves toward the implementation of the master plan, it is imperative that we also think seriously about the HF quality of everyone who would be involved in the implementation and evaluation process and do everything to help these people to perform at their best.
