We in Massachusetts are trying to develop a comprehensive strategy to educational technology. We see the Universal Service provision of the Telecommunications Act as one piece of the solution, but clearly not the entire solution. To that end, I am interested in narrowing the scope of the subsidy to focus on inter-district connectivity, but deepen the level of subsidy. In other words, I would hope that we could achieve free internet access at escalating transmition speeds to all schools that have put in place the local area network, workstations, training, and support that they need. I am concerned that broadening the focus will make the impact too difuse and complicate the integration of universal service with other funding initiatives. g.
