Women's needs in the Kolbe-Stenholm bill

Several people in this discussion and elsewhere have mentioned moving the
widow's benefit to 75 percent of what the retired couple received. That
provision may become part of the Kolbe-Stenholm bill. U.S. Rep. Jim Kolbe
(R-Arizona) claims that his bill will best take care of women's needs,
especially women who take time off to raise children or arrive at retirement
age without a spouse. Please take a look at his description of his bill,
which includes IRA-style employee contributions, government matching of
contributions, and a safety net based on years in the workforce. What do you
think of his claim that he has put together a bill that best suits the needs
