Congresswoman Thurman,

Thanks for taking the time to participate in this public forum.

You mentioned that there is some agreement on the using of surpluses,
the maintaining of a minimum level of benefits, and the generating
of a higher return.

Could you please elaborate on these three concepts? Where does
Congress agree? Also, if you were writing a plan for Social Security,
how would you SPECIFICALLY address these three concepts?
